The core argument is that no American ever voted for the system we have, and only a constitutional amendment can undo it.
Twenty-five states (both blue and red, most recently in Idaho) have now passed measures backing the amendment, and support is building in Congress. The bipartisan breadth is key and is what history points to. Jeff traces the strategy directly to the 26th Amendment’s lesson by going to the states first.
